Section 5.09.16(C) lays out an 'illustrative enumeration' of conditions the city treats as a nuisance if maintained, used, placed, deposited or left on any public or private property, while stating the list is not conclusive or limiting; other conditions can still qualify under the general nuisance definition in Section 5.09.16(A). The 15 enumerated items are: noxious weeds and rank vegetation; accumulations or storage of rubbish, garbage, materials, metals, lumber or tires; conditions harboring rats, mice, snakes and other vermin; dilapidated structures; unnecessary or unauthorized noises and vibrations, including animal noise; disagreeable or obnoxious odors and their sources; animal or fowl carcasses not disposed of within a reasonable time; pollution of a well, cistern, stream, lake, canal or body of water; any building or location where illegal activity is conducted; accumulated stagnant water; dense smoke, noxious fumes, gas, soot or cinders in unreasonable quantities; graffiti; inoperable or abandoned motor vehicles; tarps, canvas, plastic or similar material used as fencing or to shield a structure outside a permitted repair; and unapproved permanent or temporary basketball goals on a public street or adjacent right-of-way. Section 5.09.16(B) makes it unlawful for anyone to cause, permit, maintain or allow any of these conditions to exist.
