Sanford's code enforcement article classifies every scheduled civil infraction into one of four classes with a fixed civil penalty: Class I is $50.00, Class II is $100.00, Class III is $200.00, and Class IV is $300.00, and each day a violation continues counts as a separate infraction. Section 26-78's schedule of violations then lists dozens of specific city code and Land Development Regulation sections by class, including allowing junk, trash, or wild growth over 18 inches and grass over 12 inches (§ 38-143, Class I) and scattering refuse (§ 86-44, Class I); other listed common violations include keeping more than three dogs or cats at a residence, missing address numbers on a building, and failing to place garbage or yard trash properly at the curb, most rated Class I, while sewer obstruction and stormwater discharge violations run up to Class III.

Code enforcement officers, designated by city commission resolution, may issue a citation on personal investigation of reasonable cause, but must generally first give notice and up to 30 days to correct the condition unless the violation is a serious threat to health, safety or welfare, or is irreparable. A cited person has 30 days to pay the scheduled penalty at the clerk of circuit court's office or contest the citation in county court; contesting and losing exposes the violator to the maximum civil penalty of $500.00 plus court costs, and $10.00 of each collected penalty is retained by the clerk as court costs.
