Hamden, CT Code Violation Reporting: How to Report (2026)

Section 94.17 of the Hamden Code of Ordinances sets out how the town handles littering complaints. Subsection (C) requires that complaint forms be made available at the Legislative Council office, the Town Clerk's office, the Town Planner's office, and on the town's website, and that completed forms be returned to the Legislative Council's office. Once a complaint is filed, the Litter Enforcement Officer investigates it as part of the officer's duties. That officer is appointed annually by the Legislative Council under subsection (B), must be a town resident during the term of appointment, and works under the daily supervision of the Town Planner or another official the Mayor designates.

Beyond responding to citizen complaints, the officer independently performs routine inspections across all areas of town on a rotating basis and issues citations as warranted, so a report is not the only way a violation gets caught. Subsection (A) gives the officer authority to order violators to abate a violation and to issue citations under the procedure in § 94.19. The Town Planner's office also files a written report to the Legislative Council before each regular Council meeting summarizing every investigation, complaint, correction notice, and case closure, giving the town a documented paper trail for every littering complaint a resident files.
