Hamden, CT Parking Rules: Snow Removal Parking Rules (2026)

Section 71.03 of the Hamden Code of Ordinances gives the Mayor, or the acting Mayor in the Mayor's absence, authority to declare a snow emergency, which must be publicly announced by broadcast or telecast from stations reaching the town and, when feasible, in newspapers of general circulation, describing the action taken and its effective time. Section 71.05 then makes it unlawful during the emergency for anyone to park or allow a vehicle to remain parked on any odd-numbered portion of a town street or highway, or to let a vehicle stand or park in a way that creates a hazard or obstruction to vehicular or pedestrian traffic.

Under § 71.04, the emergency stays in effect until the Mayor announces its termination, and § 71.06 gives these temporary winter-parking provisions precedence over conflicting normal traffic rules, except for law governing accidents, emergency vehicle travel or a police officer's traffic directions. A vehicle parked in violation may be impounded under § 71.07, and the owner must pay removal and storage costs, show identity and ownership, and settle any outstanding citation under § 71.10 before recovering it. Section 71.08 authorizes a Hamden police officer, on the Chief of Police's direction, to tow a violating vehicle by commercial towing service at the owner's risk and expense. Section 71.99 sets the penalty for any violation of the winter parking chapter at not less than $10 nor more than $50.
