Hamden folds its smoke alarm mandate into Chapter 152's minimum space, use and location requirements. Section 152.65 makes compliance with §§ 152.65 through 152.69 a condition of occupying or letting any dwelling unit, so the placement rule in § 152.69(A) is not optional guidance, it is a prerequisite to lawful occupancy alongside the floor-space standard in § 152.66 and the ceiling-height standard in § 152.68. The section requires a smoke alarm in each sleeping room, outside each separate sleeping area in the immediate vicinity of the bedrooms, and on every additional story of the dwelling, including basements, though not crawl spaces or uninhabitable attics.

For a split-level unit that has no door separating adjacent levels, one smoke alarm installed on the upper level covers the lower level as well, but only if that lower level sits less than a full story below the upper one. The ordinance also permits battery-operated alarms that are not interconnected, so long as achieving interconnection would force the removal of walls or ceiling coverings to run concealed wiring, a practical allowance for older housing stock that predates hardwired systems. The Director of Health enforces this requirement as part of the Housing Code, with authority to inspect under § 152.05 and issue a written notice of violation under § 152.10 when a required alarm is missing or inoperative, and continuing noncompliance draws the § 152.199 penalty.
