Arizona strongly protects rooftop solar. Under ARS Β§33-1816, an association cannot prohibit a solar energy device, and Flagstaff's high-elevation sun makes solar productive. You still need building and electrical permits and a utility interconnection agreement.

Notwithstanding any provision in the community documents, an association shall not prohibit the installation or use of a solar energy device as defined in section 44-1761.
Arizona voids HOA solar bans. Under ARS Β§33-439, any covenant or deed restriction that effectively prohibits a solar energy device is void and unenforceable. An HOA may impose only reasonable restrictions that don't cut efficiency or raise cost.

Any covenant, restriction or condition contained in any deed, contract, security agreement or other instrument affecting the transfer or sale of, or any interest in, real property which effectively prohibits the installation or use of a solar energy device as defined in section 44-1761 is void and unenforceable.
