Barking Dogs
In the unincorporated towns of Jefferson County, keeping a dog, other animal, or fowl that howls, barks, crows, or otherwise makes noise habitually enough to seriously annoy or disturb two or more people nearby is a code violation. County Code § 14-86 sets that two-neighbor threshold and lets an owner or keeper be penalized under the county's animal-control forfeiture schedule.

No person shall harbor or keep a dog or other animal or fowl which, by frequent or habitual howling, yelping, barking, crowing or making other noises, shall cause serious annoyance or disturb two or more persons in the area where the animal is kept. The owner or keeper of such animal may be penalized as provided in section 14-145.
