Kent County's Housing Code sets minimum habitability standards for every rental dwelling in the unincorporated county: owners must maintain premises free of rubbish, pests and hazards, provide working plumbing with hot and cold water, and heating capable of holding 65°F. The Housing Director enforces compliance and can order repairs or condemn substandard units.
