Manatee County treats rodent and pest infestation as a property maintenance violation, not a standalone rodent-control program: Sec. 2-9-105(d) forbids any property in the unincorporated county from harboring 'an infestation, poison or germ carriers,' and the code separately defines infestation to include rodents, insects and vermin living on or next to a structure. Code enforcement can act on any complaint.
