Within Stafford County's Recreational Business Campus (RBC) zoning district, the Zoning Ordinance requires every residential dwelling built in an executive-style or retirement-housing neighborhood to include a fire suppression sprinkler system approved by the fire marshal, under Section 28-39(i)(12).

Residential areas shall be developed in neighborhoods. The maximum size of neighborhoods shall be fifty (50) lots. No more than fifty (50) lots shall be approved in any given year. All residential neighborhoods shall abut open space, golf course or recreation areas. All residential dwellings shall be constructed with sprinkler systems for fire suppression as approved by the fire marshal.

Before the county issues any permit for new construction, installation, alteration, removal or demolition governed by that code, the owner or the person doing the work must pay permit fees the Board of Supervisors sets by resolution after public hearing, under Code Sections 6-16 and 6-18.

Stafford County's plumbing code is the plumbing chapter of the Virginia Uniform Statewide Building Code, adopted whole as part of the Construction Code under Section 6-16(1), with two local edits: a three-hundred-foot distance written into Section P-303.3 and a three-foot distance written into Section P-308.3. A permit for plumbing work covered by that code has to be paid for before the county issues it, under Section 6-18.
