Stafford County runs its own reclaimed water distribution system under Article VI of the county code, requiring a signed service agreement approved by the Board of Supervisors before any customer receives non-potable reclaimed water. Stafford County makes every water customer responsible for the house service line running from the meter to the dwelling, and County Code Sec. 25-97 requires any leak or break on that line to be repaired immediately by a plumber. Willful failure to fix it triggers a daily penalty charge scaled to the customer's meter size, from $25 up to $300 per day.
