Surry County's Board of Commissioners created a Historic Preservation Commission under G.S. §§ 160D-940-949, with the county Planning Board sitting as that commission, but its reach stops at the Village of Rockford National Register Historic District. Inside that district no exterior feature of a building, structure, sign or landscape can be erected, altered, moved or demolished without a certificate of appropriateness from the Planning Board.
