Blue Springs, MO Curfew Laws: Juvenile Curfew (2026)

Section 220.540 of the Blue Springs City Code sets two curfews for minors within the City of Blue Springs, Missouri. The nighttime curfew (Subsection B) bars any person seventeen or younger from being in or upon any public place or way between 12:01 a.m. and 6:00 a.m. Exceptions apply when the minor is accompanied by a parent or guardian, on an errand directed by a parent or guardian, engaged in or traveling to and from lawful employment, or attending or traveling to or from an organized religious or school activity.

The daytime curfew (Subsection C) applies only between 9:00 a.m. and 2:30 p.m. Monday through Friday when school is in session, and it bars any minor subject to Missouri's compulsory-education law, including one under suspension or expulsion, from remaining on an establishment's premises, in a public place or on a street during those hours. Parents, guardians and business operators who knowingly allow a minor to violate the daytime curfew are separately liable. Fourteen enumerated exceptions in Subsection D cover students attending school, minors on employment or medical errands, minors exercising First Amendment rights, and those responding to an emergency such as fire, a natural disaster or an automobile accident.

An establishment operator who promptly notifies the Blue Springs Police Department that a minor has refused to leave is exempt under Subsection E. Enforcement of the daytime curfew requires an officer with reasonable suspicion based on articulable facts to first obtain the minor's name, address and age, the parent's or guardian's name, and the minor's reason for being present before issuing a notice to appear or, for a minor, a referral to the Jackson County Family Court Services Truancy Diversion Program.
