Lakeville, MN Curfew Laws: Juvenile Curfew (2026)

Lakeville's juvenile curfew, City Code section 5-3-3, sets two separate schedules by age. Subsection A makes it unlawful for any minor under fifteen to be in a public area between 10:00 P.M. and 5:00 A.M. on nights running Sunday through Thursday, and between 11:00 P.M. and 5:00 A.M. following a Friday or Saturday night. Subsection B gives minors aged fifteen, sixteen or seventeen a later window: unlawful presence in a public place from 11:00 P.M. to 5:00 A.M. Sunday through Thursday nights, and from 12:01 A.M. to 5:00 A.M. on Saturday or Sunday mornings.

Subsection C also makes it unlawful for a parent or authorized adult to knowingly, or through negligent supervision, let a minor violate those hours, and subsection D holds an operator of a public amusement or refreshment place liable for knowingly letting a minor stay through curfew. Section 5-3-4 lists ten exceptions, including a minor accompanied by a parent or authorized adult, responding to an emergency, commuting to or from lawful employment or a supervised school, religious or civic activity, running a parent-directed errand without a detour, interstate travel, exercising First Amendment rights, being homeless, or simply standing on the sidewalk abutting the minor's own or a non-complaining neighbor's residence.

Section 5-3-5 requires an officer to ask the person's age and reason for being out before citing or arresting under the chapter, and only if no exception applies. Under section 5-3-6, a minor's curfew violation is prosecuted under Minnesota Statutes section 260.195, while a parent's or business's violation of subsections C or D is a misdemeanor. The City Council adopted the curfew by Ordinance 552 on May 15, 1995, effective June 1, 1995, citing rising juvenile crime as its basis for the regulation.
