Livonia, MI Curfew Laws: Juvenile Curfew (2026)

Chapter 9.80, the city's curfew ordinance, sets two age-based rules. Section 9.80.010 covers children under twelve: it is unlawful for them to be upon the public streets or in any public place between the hours of ten p.m. and six a.m. unless accompanied by a parent, guardian, or an adult the parent has delegated, and the same section separately bars a child under 12 from working as a bootblack or peddling goods on the street during those hours. Section 9.80.020 sets the general curfew for older minors: it is unlawful for anyone under seventeen to loiter, idle, congregate or otherwise be in or on any public street, highway, alley, park or any public place, between the hours of twelve midnight and six a.m. immediately following, with exceptions if the minor is accompanied by a parent, guardian, or delegated adult over 18, is present for a legitimate job or occupation, or is running an emergency errand or other legitimate business directed by a parent or guardian.

Subsection B extends liability to adults: anyone who assists, aids, abets or encourages a minor to violate the midnight curfew is guilty of violating the chapter, and when a minor is caught violating subsection A, the code creates a rebuttable presumption that the parent or guardian assisted, aided, abetted and encouraged the violation. Chapter 9.80 sets no separate penalty section, so a violation falls under the citywide general penalty in Section 1.12.010, though subsection C of that penalty section directs that any minor under seventeen who violates a city ordinance is handled through the juvenile division of the probate court rather than the standard fine-and-jail track.
