Section 7-71 makes it unlawful for a minor to be in or remain on public property, in a public place, on the premises of any establishment, or on a vacant lot within the city during those hours. Section 7-72 lists seven exceptions: being accompanied by a parent or guardian; running an emergency errand or legitimate business directed by a parent or guardian; traveling to or from a school- or government-sponsored activity; riding in a vehicle on interstate travel; standing on the sidewalk abutting the minor's own home or a non-complaining neighbor's home; exercising First Amendment rights; or engaging in a legitimate job, trade, or profession.

Section 7-73 places separate liability on parents and guardians who permit a minor to violate the curfew. The article traces back to the 1964 Code Sec. 20-9 through 20-12 and Ordinance No. 2452, with the exceptions section amended by Ordinance No. 3031. Because the curfew article does not set its own penalty schedule, enforcement falls to the general violation-of-code provision, Sec. 1-10, which treats a first code violation as a general misdemeanor unless the city attorney elects to prosecute it as an infraction or civil citation instead.
