Under Sec. every day, unless the city manager designates different hours for a specific park. The closure is automatic and applies citywide to any park or recreation facility under city ownership or operation. Anyone who enters or remains on park or recreation-area premises while it is closed is 'guilty of a violation of section 1-10 of this code,' the section's own language for tying the curfew to the city's general penalty clause. Section 1-10 makes any code violation punishable as a general misdemeanor carrying up to a $1,000 fine and six months in jail, though the city attorney may instead pursue it as an infraction, with fines capped at $100 for a first offense, $200 for a second offense within a year, and $500 for a third or later offense in that same year.

Each day the violation continues counts as a separate offense under Sec. 1-10(D). The curfew has two built-in outs. First, Sec. 7-136(C) exempts 'events, programs and activities sponsored or permitted by the city,' so official evening programming, city-run classes, or permitted late events can proceed. Second, the companion section, Sec. ; without that permit, remaining past closing is what triggers the Sec. 1-10 violation. The ordinance traces to the 1964 Code (Sec. 20-16) and Ordinance No. 2452.
