Camarillo Municipal Code Section 10.44.020(K) prohibits members of the public from using city property, defined in the same section as Constitution Park, Dizdar Park, the Library Property exterior to the Library Building, and F-Canyon, "anytime other than sunrise to sunset except for city buildings and parking lots with permission of the city." The hour restriction is one of twenty listed prohibited acts adopted together by Ordinance No. 1142 in June 2017, alongside bans on amplified sound, alcohol, cooking devices without city-provided equipment, and unleashed pets.

Because sunrise and sunset shift through the year, the closure time is not a fixed clock hour, it tracks the daily sunrise/sunset times rather than a posted number like 10 p.m. City buildings and their parking lots are carved out of the after-hours closure, but only when the city has given permission for after-hours use, meaning a locked gate or scheduled program controls actual access rather than a blanket right to enter after dark. Section 10.44.030 lets the city override any Section 10.44.020 restriction, including the sunrise-to-sunset rule, by issuing a special events permit under Chapter 19.63, which is how organized night events at these properties are authorized.
