08, Offenses By or Against Minors, was rewritten by Ordinance 1878 in 2003. 020 makes it unlawful for any minor (defined as under 18) to remain in any public place or on the premises of any establishment within the city during those hours. Parents, guardians, or responsible adults who knowingly permit a minor to remain out, or who lose control of the minor's whereabouts, are separately liable, as are establishment owners, operators, and employees who knowingly let a minor stay on the premises. 030 lists nine exceptions: accompaniment by a parent, guardian or responsible adult; an errand for a parent without detour; interstate or intrastate travel in a vehicle; going to or from employment; an emergency; being on the sidewalk abutting the minor's own or a non-complaining neighbor's residence; school, religious or city-sponsored supervised activities; exercising First Amendment rights; and marriage or emancipation.

An establishment operator is exempt from prosecution if they notified police that a minor was present and refused to leave. 040 requires an officer to ask an apparent offender's age and reason for being out before citing or arresting, and to issue a citation only if the officer reasonably believes an offense occurred. 050 for hosts who allow underage drinking gatherings of five or more.
