Woodbury, MN Curfew Laws: Juvenile Curfew (2026)

Section 13-4 of the Woodbury City Code sets two curfew tiers. m. m. the following day. m. on Saturday or Sunday. "Juvenile" means anyone under 17 who is not married or legally emancipated, and "public place" reaches streets, shops, apartment common areas and transport facilities under subsection (b). The ordinance also reaches adults. A parent or guardian who knowingly, or through negligent supervision, lets a covered juvenile violate curfew is guilty of a misdemeanor under subsection (d), punishable under Minn. 09(3). A proprietor who knowingly lets a juvenile remain on the premises during curfew hours faces the same charge under subsection (e), unless police first leave written notice with an on-duty employee.

Violations of the curfew itself by the juvenile are instead handled as a juvenile matter under Minn. 195. Subsection (g) lists affirmative defenses: being accompanied by a parent or responsible adult, coming from lawful employment, responding to an emergency, returning from a school, religious or civic function, running a parent-authorized errand backed by a signed note, exercising First Amendment rights, interstate travel, or standing on the sidewalk or boulevard abutting the juvenile's own or a neighboring residence. The mayor may designate school "social nights" under subsection (f) that suspend the curfew for an approved school event. The city council reviews the ordinance's effectiveness every year under subsection (i).
