Section 539.03 sets a bright-line rule: parks are open to the public from dawn until dusk, with an exception for designated park facilities that have lighted areas, which may stay open past dusk. The dawn-to-dusk limit does not apply during supervised recreational activities approved or administered by the Canton Joint Recreation District or the Park Commission, so scheduled league games or programs can continue after dark. Beyond the fixed hours, the ordinance gives the Director of Public Safety and the Director of the Canton Park Commission discretionary authority to close any or all city parks entirely whenever they judge it necessary to protect the health, safety and welfare of residents; that discretion is not tied to a specific hour.

A related provision in the same chapter, Section 539.01(k), separately bars anyone from remaining in a park between sunset and sunrise to establish or maintain a camp or other temporary lodging or sleeping place without Park Commission approval, reinforcing the after-dark closure for overnight use. Violations of the hours rule are charged as a minor misdemeanor and carry suspension from the park, meaning a violator can be barred from returning, not just removed once.
