Public parks owned or operated by the City of Carson are hereby closed between the hours of 10:00 p.m. and 5:00 a.m., except as otherwise provided in this Section. No person shall enter or remain in any public park owned or operated by the City of Carson or the County of Los Angeles while such park is closed. The City may grant the use of such parks during the hours of closure by permit. The City Administrator, the Deputy City Administrator/Director of Recreation and Community Services, or the Director of Public Safety may declare any park closed when necessary to protect the public health, safety, and welfare. Parking on the grounds of a public park is prohibited at all times except by permit. Parking in a public park parking lot is prohibited while the park is closed and at all other times as may be provided by resolution of the City Council. Vehicles parked in violation of this Section shall be towed and stored at the owner's expense pursuant to California Vehicle Code Section 22651(n). This section shall not apply to officers or employees of the City of Carson, County of Los Angeles, or Los Angeles County Flood Control District when such employees or officers must enter or remain in such park in order to perform duties attendant to such office or employment.
