Casper Municipal Code § 12.36.010 sets a single default operating window for every city park: six a.m. to midnight, seven days a week, all year, unless an unusual and unforeseen emergency forces a change. Each park must post its own opening and closing hours on-site so visitors do not have to guess. Section 12.36.020 gives the city manager or a designated representative separate authority to close any section or the whole of a park at any time and for any interval the manager finds reasonably necessary, for example during flooding, storm damage or a special event setup.

Article I of Chapter 12.36 layers additional park-specific rules on top of the hours, including a ban on glass beverage containers under Section 12.36.030 and a general prohibition on loitering, sleeping on benches or disorderly conduct that breaches the peace under Section 12.36.050. Chapter 12.36 sets no separate fine tied to the hours provision itself, so being in a Casper park after midnight or before six a.m. without an emergency exception falls back on the citywide misdemeanor penalty in Chapter 1.28: a fine of up to seven hundred fifty dollars, assessed by the municipal court, with each day of a continuing violation charged separately under Section 1.28.020.
