Anyone who remains inside a park during the closed hours is in violation unless the parks director has issued a permit allowing it. The ordinance carves out one specific exception: a person who launches a boat at Rock River County Park, Cappies Landing, Highway 16 Wayside County Park or Burnt Village County Park during normal operating hours may return to use that same park's boat launch at any time after hours strictly to take the boat out.

The parks director can also grant permits allowing groups to use a park outside normal hours for events consistent with the parks department's mission, and any such permit must be reported to the parks committee. Enforcement runs through Sec. 00 plus penalty assessments and prosecution costs, and unpaid forfeitures can result in county jail time not to exceed 90 days. The parks director or a deputy may also issue a separate violation notice with its own fee under the fee schedule; if that notice fee goes unpaid within five days, the county moves to a citation or other forfeiture collection method. The Jefferson County Parks Committee, which oversees all county parks and recreation trails under Sec. 12-20, administers the permit process referenced in Sec. 12-21(c).
