Jefferson County, WI Parking Rules: Loading Zones (2026)

Sec. 22-641, part of Chapter 22, Article VI on traffic, loading, parking and access, applies in all zoning districts and to every use: loading areas shall be provided so that all vehicles loading, maneuvering, or unloading are completely off the public ways and so that all vehicles need not back onto any public way. The rule does not set a numeric stall count or dock-door minimum the way the parking table in Sec. 22-642 does for parking stalls; instead it sets a performance standard that a site plan reviewed by the planning and zoning department must satisfy before a zoning permit issues, whether for a retail store, a warehouse, or a farm operation with delivery traffic.

Because loading area adequacy is a permit-issuance standard, the planning and zoning department checks it when a building or use is erected, enlarged, extended, or increased, the same trigger point Sec. 22-642 uses for parking. The two sections work together: a site with inadequate off-street loading space that forces trucks to back onto a county or town road is out of compliance with Sec. 22-641 even if its parking stall count under Sec. 22-642 is otherwise satisfied. This section applies only in the unincorporated towns that have adopted Jefferson County zoning under Wis. Stat. 69.
