Jefferson County, WI Animal Ordinances: Veterinary Clinic Zoning (2026)

Jefferson County Code § 22-307 lists "Kennel, veterinarian facility, animal hospital" among roughly 60 conditional uses permitted in the A-2 Agricultural and Rural Business District, a rural zoning category intended for manufacturing, storage and marketing activities tied to agriculture in relatively isolated locations. Because a veterinary facility is a conditional use rather than a permitted principal or accessory use, an operator cannot simply obtain a routine zoning and land use permit; the application goes to the zoning administrator, who refers it to the planning and zoning committee for a public hearing under § 22-60, with mailed notice to property owners within one-quarter mile of the site.

The committee decides based on the standards for conditional uses set out in Article IV, and can attach conditions to the approval. This sits alongside a separate A-1 Exclusive Agricultural District rule, § 22-280, which lists "kennel" (without veterinarian facility or animal hospital) as a conditional use there too, so a stand-alone kennel proposed on A-1 exclusive farmland faces the same conditional use hurdle as a veterinary practice proposed on A-2 land. Outside these agricultural districts, R-1 Residential-Sewered accessory uses under § 22-124 cover only household pets, expressly noting that kennels are defined and regulated separately rather than folded into ordinary residential pet-keeping.
