Kauai County, HI Curfew Laws: Park Curfew (2026)

Section 19-1.5 of the Parks and Recreation Ordinance sets the baseline operating rule for every County park, neighborhood center, swimming pool, tennis court, athletic field, stadium, recreational area and the County's Municipal Golf Course, as defined in § 19-1.2; the Kaua'i War Memorial Convention Hall is excluded. Subsection (a) keeps parks open to the public every day of the year during 'designated hours,' but those hours are not fixed island-wide by the ordinance itself: each park and recreation facility's opening and closing hours are posted at the facility, so hours can differ from a beach park in Kapa'a to a neighborhood park in Waimea.

Subsection (b) gives the Director of Parks and Recreation broad discretion to declare any section or part of any park or recreation facility closed to the public at any time the Director finds it reasonably necessary for public health, safety or welfare, without needing a separate ordinance for each closure. Related general rules in § 19-1.4 reinforce the after-hours framework: possessing or consuming alcohol in a park between 11:00 p.m. and 6:00 a.m. is unlawful outright, and anyone camping or erecting sleeping quarters in a park between 5:00 p.m. and 10:00 a.m. needs a camping permit under § 19-2.3. The Police Chief, the Director and their designees are authorized under § 19-1.4(c) to issue citations for violations.
