Kokomo, IN Curfew Laws: Park Curfew (2026)

Section 96.34, titled Hours of Closing, sets a citywide overnight curfew across every Kokomo park: no person may be permitted to remain, stop, or park within park confines between 11:00 p.m. and 8:00 a.m. prevailing local time. The section carves out four exceptions rather than treating the curfew as absolute: overnight fee-permit family camping, designated youth group camping areas, genuine emergencies, and a special permit issued for just cause by the Superintendent of the Parks and Recreation Department. A fifth exception lets specific facilities operate on their own authorized and posted hours set by the Superintendent, so a community center or pool building can be open later or close earlier than the general park curfew.

The rule complements § 96.17(B), which separately bars sleeping in a park between 10:00 p.m. and 6:00 a.m. outside designated camping areas, showing Kokomo layered two overlapping overnight restrictions, one on presence generally and one specifically on sleeping. Both rules trace to the original park ordinance, Ordinance 4809, passed February 26, 1979, and both carry the same Chapter 96 penalty. Enforcement runs through park rangers, who under § 96.10 are employees, patrolmen, or law enforcement officers appointed by the Board of Park Commissioners, and who patrol park grounds to clear visitors at closing time.
