(A)For each park, recreational facility or public plaza, the Director is authorized to establish hours during which the park, recreational facility or public plaza, or any individual component or amenity thereof, is open to the public and closed to the public. Such hours may be adjusted from time to time as deemed necessary, taking into account recreational needs, City resources, the impacts of public use on the park, recreational facility or public plaza and its surroundings, the character of the park or facility in relation to its surroundings, and other relevant considerations. ... (C)The prima facie hours of closure for a park that contains no posting with respect to hours of closure shall be between eleven p.m. and seven a.m.
