Section 19-7-701 sets two seasonal windows for Lawton's city-owned and city-operated parks. daily. The director of parks and recreation, or a designee, can post different hours or grant temporary or permanent modified hours for an individual park or facility, based on lighting conditions, special events, maintenance needs, safety concerns, or other operational needs. Subsection C makes after-hours presence itself the offense: it is unlawful for any person to enter or remain in a city park outside the established hours unless the person is participating in a city-approved program or event, or holds written authorization from the parks and recreation director.

The section also regulates vehicles specifically. All motor vehicles are barred from city parks during posted closed hours, and trailers may never be parked in a city park at any time except under a special permit issued by the city manager or a designee, though vehicles tied to city-authorized activity are exempt. Subsection E prohibits parking in any park roadway, drive, avenue, or lot when the person is not actually using the park or its facilities, a rule that does not apply to city employees or contractors conducting city business.
