Section 224-16 of Chapter 224 (Parks), most recently amended April 25, 1995 by Ordinance No. " The section defines its own scope broadly: "public parks and public parklands as herein referred to shall include all land within the City of New Rochelle set aside for use by the public for park purposes or for active or passive recreational use," so the curfew is not limited to named parks but reaches any city land designated for park or recreational purposes. The only carve-out is for organized activity with permission: the closing time "shall be extended for city- and/or league-sponsored activities which have been granted proper permission to utilize said public parklands beyond such hours," and even then the park "shall close 1/2 hour after the City and/or league activity is completed," so a permitted evening game or event does not open the park to the public generally, only to that specific activity, and only until a half hour past its end.
