Section 90-1 of the Village of Skokie Code, in Chapter 90's Article I (In General), sets a single default closing time for Village-owned and Village-leased property. the following morning, a rule that reaches parks along with every other property the Village owns or leases, since the section names no exception for parks specifically. The Village Manager or a designee retains discretion to depart from that default: subsection (a) authorizes posting signage announcing different hours of operation wherever the Manager's judgment finds that warranted, so a particular park or facility can run on an adjusted schedule if the Village decides to post it.

Subsection (b) then carves two categories out of the closing rule entirely rather than merely adjusting their hours. First, roadways, alleys and other public rights-of-way stay open around the clock; the nightly closure only reaches Village property and facilities, not the street network that happens to run through or past them. Second, the properties housing the Skokie Police Station and the Skokie Fire Stations are excluded outright, so emergency services buildings never close under this section regardless of the hour. The companion Section 90-2 works alongside the hours rule: it bars keeping, holding or storing personal belongings on Village-owned or leased property without the Village Manager's written permission, and authorizes the Village to remove any belongings left in violation without any duty to store, inventory or return them.
