m. The exemption is narrow: it does not apply to employees of the department of parks and recreation, and it does not apply during any activity conducted under the direction, supervision or auspices of that department, so a permitted evening program or department-staffed event is not itself a curfew violation. Subsection (b) gives the mayor discretion to amend the hours any person may lawfully use or remain on a park or playground, but only if the mayor determines the change benefits the health, safety and welfare of the people of the city, and only after clearly posting a notice of the amended hours on the park or playground premises itself; there is no separate public-hearing or council-vote requirement in the text.

This park curfew is distinct from the age-based street curfew in Section 22-250: it applies to every person regardless of age and is tied specifically to park and playground property rather than public streets generally. The provision traces to Code 1967, § 4-520, and sits in Article I of Chapter 23 alongside the general Article I penalty in Section 23-19.
