Bulloch County, GA Data Centers & Crypto Mining: Crypto Mining Rules (2026)

Section 1415 of the Zoning Ordinance (Appendix C) sets detailed siting and construction standards for commercial cryptocurrency mining operations, server farms and data centers. Before a certificate of completion or occupancy issues, the applicant must provide written verification from the electrical service provider that supply lines and substation capacity can serve the county's other projected load growth, that utility equipment can safely handle the operation, and that the use will not cause electrical interference or line-voltage fluctuations on or off site; the applicant must also show the electrical work passed a third-party final inspection.

Structures must be harmonious with the site and surroundings; if pre-fabricated, pre-engineered or modular buildings are used they need concrete foundations and muted earth-tone exterior facades that are not defective, decayed or corroded, and any intermodal shipping containers must meet the Georgia Department of Community Affairs' Industrialized Building Rules and Bulletins. Mining equipment must sit in a metered, electrically grounded, pre-engineered metal-encased structure rated to resist an internal electrical fire for at least 30 minutes, with baffles that automatically close in a fire independent of the electrical system.

Stacked shipping-container housing cannot exceed nine feet in height, and each site needs 24-hour emergency contact signage with the operator's name, phone number and the local power company's contact. An operation idle for a continuous 12 months with no pending permit applications is deemed abandoned; the owner must remove the facility within three months of notice from the county or the county may remove it and lien the property for the cost.
