The separate Noise Ordinance, Section 7-12.11, bars operating machinery, a fan, or air conditioning apparatus in a way that raises the noise level at any property line more than five decibels above the ambient level. Section 7-12.4 sets presumed ambient levels by zone and time, lowest overnight in residential zones. A data center's chillers, cooling fans, and backup generators must meet both standards.
Noise over the Section 30-24.6 or Section 7-12 limits is a misdemeanor and a public nuisance; the city can cite, abate, and enjoin, and can enforce the noise conditions on a Conditional Use Permit.
