Section 18-6-14-646(B) folds noise control into the same subsection that lists I-1's permitted uses, including the digital asset mining business or data center use added at subsection (A)(8). The rule requires that all the uses permitted under the section have their primary operations conducted entirely within enclosed buildings and not emit dust, smoke, or noxious odor or fumes outside the building, nor produce a noise level at the property line greater than the average noise level occurring on the adjacent street. That comparative standard means a data center's cooling equipment, transformers, and generators cannot push property-line noise above whatever the street outside is already carrying, a floor that shifts with the character of the surrounding industrial corridor rather than a single citywide decibel cap.

The same subsection extends to any equipment or material stored outside the enclosed building as an incidental part of the operation: it must be screened by opaque ornamental walls or fences between 6 and 8 feet tall so it cannot be seen from adjoining streets or lots at ground level. Because Section 18-6-14-646(B) applies to all the uses permitted under the section, the noise limit binds a 2-megawatt data center exactly the same way it binds the bakeries, bottling works, and electronics plants listed alongside it in subsection (A).
