Ventura County caps stationary-source noise at a noise-sensitive use at 55 dBA Leq daytime, 50 dBA evening, and 45 dBA at night, or ambient plus 3 dBA if higher. Data-center cooling and generators are held to these General Plan limits through permit conditions.
Unincorporated Ventura County regulates continuous, non-transportation noise through Policy HAZ-9.2.4 of the 2040 General Plan Hazards and Safety Element, applied to projects during permit and CEQA review. The exterior standard at a noise-sensitive receptor โ homes, schools, hospitals, places of worship โ is an hourly Leq of 55 dBA from 6 a.m. to 7 p.m., 50 dBA from 7 p.m. to 10 p.m., and 45 dBA from 10 p.m. to 6 a.m., or the ambient level plus 3 dBA, whichever is greater, measured at the exterior wall of the affected building. A data center's chillers, cooling fans, and backup-generator testing are engineered and conditioned to stay within these figures. A separate Construction Noise Control Plan governs the build phase.
Noise exceeding a project's HAZ-9.2.4 permit conditions is a permit violation. The county can require additional mitigation, issue notices of violation through code compliance, and, for continued noncompliance, move to revoke the discretionary permit.
