Section 17.32.030 of the Casa Grande Municipal Code lists the conditionally permitted uses in the I-1 Garden and Light Industrial Zone, and item G names data center directly, with no cross-reference to a specific development-standards subsection the way several neighboring items on the same list carry, such as day care centers and convenience-food restaurants with drive-thru facilities, both tied to § 17.68.120(D). That means a data center in the I-1 Zone is reviewed under the general conditional use criteria of § 17.68.120(A): the Planning Commission must find the site adequate in size and topography, with adequate street access for the traffic the use generates, no significant adverse impact on abutting property, and conformance with the General Plan and zoning code, after a public hearing noticed under § 17.66.020.

The I-1 Zone's own purpose clause, § 17.32.010, limits the district to light manufacturing and warehousing uses that will not be detrimental to nearby commercial or residential areas through excessive noise, odor, smoke, dust, vibration, fumes or glare, factors the Commission can weigh directly against a proposed data center. Any development on the site must also meet the I-1 Zone's own setback and height table, Table 17.32.060, and the access requirements of § 17.32.050, which route site access only to arterial streets absent an engineer's deviation report.
