Casa Grande, AZ Drone Rules: Airport Proximity Rules (2026)

Casa Grande Municipal Code Chapter 13.04, "City Airports," Article IX, "Offenses - Violation - Penalty," added § 13.04.420 by Ord. 1397.13.21 § 2 (part), 2025. The section reads that the flying of unmanned aircraft systems, which include, but are not limited to, model aircraft and drones, within the airport is prohibited unless authorized by the director. It sits between the chapter's ban on unauthorized hunting or trapping of birds and animals on airport property at § 13.04.390 and the requirement that dogs and other domestic animals be leashed or confined on airport grounds at § 13.04.410, all enacted as part of the same 2025 offenses article.

General enforcement runs through § 13.04.450, which makes it unlawful to violate any provision of Chapter 13.04 or any lawful rule the director issues under it, with penalties determined under the provisions of the code. Section 13.04.460 adds that where an airport regulation conflicts with any other regulation covering the same area, the more stringent limitations or requirements shall govern and prevail, so a citywide rule tougher than § 13.04.420 would control instead. Because the prohibition is written as applying only within the airport, it reaches unmanned aircraft flights on Casa Grande Municipal Airport property and does not, on its own text, regulate recreational drone flying elsewhere in the city; the director's authorization is the only stated path around the ban.
