Mesa, AZ Drone Rules: Park Drone Restrictions (2026)

Mesa City Code Section 6-10-4(N), titled "Models and Drones," prohibits using or operating a drone, or any radio-controlled or non-radio-controlled model, including model aircraft, model boats, and model motorized cars, in a city park, except at places the Parks Director designates for that specific use and subject to whatever regulations the Director sets. The Director is expressly permitted to adopt separate requirements or allowances for radio-controlled versus non-radio-controlled models and for drones specifically, so one park's designated flying area can carry different rules than another's.

The Section closes by requiring that it be interpreted, applied, and enforced consistent with applicable State law for whatever activity is occurring in the park, a nod to the fact that the FAA and Arizona both regulate parts of drone operation that a city cannot override. In practice, a hobbyist cannot simply launch a drone from a picnic area, sports field, or trailhead; they need to find one of the Director-designated launch sites, if any exist at the park in question, and follow whatever site-specific rules are posted there.
