1 requires the faces of cut and fill slopes to be prepared and maintained to control against erosion, allows effective planting to satisfy that duty, and requires protection to be installed as soon as practicable and before final approval is called for; slopes cut into erosion-resistant material can skip the requirement. 2 requires a written wind erosion control plan submitted to and approved by the Building Official before a grading permit issues, using at least one of: phasing grading in small tracts to limit exposed bare ground, keeping water trucks on site for regular use, approved chemical additives to stabilize the soil crust, or hydroseeding; the Building Official can order additional measures anytime the plan is not preventing wind erosion.

3 separately requires a written water erosion control plan for any grading performed, kept in place for active projects and, at the Building Official's discretion, for previously graded sites. Grading over 5,000 cubic yards, or grading meant to support a structure, must be designated 'engineered grading' under an approved plan from a Civil Engineer (Section J104). 1 requires a separate clearing permit to clear or grub a vacant lot, or a developed lot over half an acre, unless a grading permit already covers the work, unless vegetation removal is ordered by the Fire Protection District or Flood Control District and done by mowing, or unless the work serves a bona fide agricultural operation.
