Erosion and sediment control on Fontana construction sites is governed jointly by the California Construction General Permit (issued by the State Water Resources Control Board) and the Fontana grading and stormwater code. Any site disturbing one acre or more must file a Notice of Intent under the CGP and prepare a Stormwater Pollution Prevention Plan (SWPPP) with BMPs scaled to the site's risk level. Between October 1 and April 30 (the traditional wet-weather season in the Inland Empire), all active sites must deploy erosion and sediment controls including silt fences along downstream property lines, fiber rolls on slopes, stabilized construction entrances to prevent track-out onto public streets, hydroseeding or mulching on exposed slopes, and perimeter sandbags or gravel bags in storm events. Fontana Building and Safety requires a grading permit for cut or fill exceeding 50 cubic yards or for any site in a hillside overlay. Grading plans must include erosion-control BMPs and a list of post-construction permanent controls. On-site inspections by Public Works verify BMP installation before a grading permit is released. Track-out onto public streets is a separate violation under FMC 15; sites must provide a stabilized entrance and sweep streets daily during active hauling.
