Fontana, CA Environmental Rules: Vehicle Idling Restrictions (2026)

Sec. 9-72, added by Ord. No. 1879 and amended by Ord. No. 1891 in 2022, sets signage and traffic-pattern rules for the warehouse uses covered by Article V of Chapter 9. Subsection (c) requires anti-idling signs indicating a three-minute diesel truck engine idling restriction to be posted at industrial commerce facilities along site entrances and in dock areas, with the facility operator responsible for strictly enforcing the limit. The idling sign requirement sits alongside related traffic controls in the same section: entry gates into loading dock and truck court areas must sit behind at least 140 feet of stacking depth (growing 70 feet for every 20 docks beyond 50), on-street queuing before or after entry is strictly prohibited except in a dedicated deceleration or turn lane, and truck entries must generally use collector streets or higher.

Subsection (h) requires a posted sign with contact information for a facility representative designated to field complaints about excessive dust, fumes, odors, trucking and parking, plus the South Coast Air Quality Management District's complaint line, 1-800-288-7664; any complaint to the facility's designee must be answered within 72 hours. Facility operators must also submit a truck routing plan to the planning director before a certificate of occupancy issues, and a revised plan before any new tenant's business license is issued, giving the city two additional checkpoints to confirm the idling and routing rules are in place before a warehouse opens or changes hands.
