Beaumont, CA Environmental Rules: Erosion Control (2026)

Chapter 15.04 of the Beaumont Municipal Code adopts the 2025 California Building Code including Appendix J on grading (§ 15.04.010), and § 15.04.020 adds two local grading provisions for the City of Beaumont, California. Item J110.1 requires the faces of cut and fill slopes and graded surfaces to be prepared and maintained to control erosion. The control can consist of effective planting and other practicable means, so vegetation counts as compliance.

Item J109.4 governs drainage. All graded lots must drain to the street or a publicly maintained facility. Cross lot drainage is allowed only at the sole discretion of the City Engineer/Director of Public Works, and drainage across property lines cannot exceed what existed before grading. Excess or concentrated drainage has to be contained onsite or directed to an approved drainage facility, and erosion where water discharges must be prevented with nonerosive down drains or other devices acceptable to the City Engineer. For grading, drainage and soil investigation, the definition of building official in Section 202 also includes the City Engineer/Director of Public Works or a designee, so Public Works reviews these items alongside the Building & Safety Department.

A second layer sits in Chapter 13.24. Section 13.24.050 B requires any person performing construction work in the city to comply with the chapter and other city ordinances for erosion and sediment control. Section 13.24.080 B requires dischargers associated with construction activity to comply with the state industrial and dewatering general permits, and the City Engineer can require proof of that compliance before issuing any city grading, building or occupancy permit. Compliance with Chapter 13.24 is a condition of every city permit, and failure is grounds for revoking it (§ 13.24.090).
