Beaumont, CA Animal Ordinances: Veterinary Clinic Zoning (2026)

Beaumont Municipal Code § 17.03.120 opens by stating that the permitted uses for the Base Zone Districts, identified in Sections 17.03.040 through 17.03.110, are listed in Table 17.03-3. The table header runs RC, PF, RR, RSF, RTN, RMF, CN, CC, M, UV, which are the Recreation/Conservation, Public Facilities, Residential Rural, Residential Single-Family, Residential Traditional Neighborhood, Multiple-Family, Commercial Neighborhood, Community Commercial, Manufacturing and Urban Village zones. The Animal Hospitals/Veterinaries row, filed under the Medical/Health Care heading, reads N in the first six columns and P in the last four. A veterinary hospital therefore needs commercial, manufacturing or Urban Village land.

The N entries cannot be cured with a permit. Section 17.02.100(B) limits conditional use permit applications to uses specified as allowable conditional uses in the applicable zone district, so an N in a residential column ends the question. Footnote 1 to the table sends applicants to Section 17.02.070 to determine whether a plot plan is required, and that section calls for a major plot plan for new nonresidential development with over 10,000 square feet of new gross floor area, subject to the exceptions it lists.

Boarding is a separate matter. Chapter 17.14 defines an Animal Hospital as a place where animals or pets are given medical or surgical treatment and cared for during the time of such treatment, and it limits use as a kennel to short time boarding that is only incidental to the hospital use. A Kennel is any lot or premises on which four or more dogs or cats at least four months of age are boarded or trained, and the table lists Kennels (all Classes) on a row of their own: P in RR, C in RSF, RTN, CN, CC, M and UV, and N elsewhere.
