Beaumont, CA Animal Ordinances: Pet Limits (2026)

The pet cap sits in the zoning code, Beaumont Municipal Code § 17.09.030, and applies in every zone district under § 17.09.020. Domestic and non-dangerous wild animals can be kept as pets or for the non-commercial use of members of the family residing on the premises, subject to the listed restrictions and to Title 6. Subsection C limits domesticated dogs and cats to four dogs and four cats over the age of four months for each developed residential lot, so puppies and kittens under four months do not count toward the cap.

Subsection B limits small animals, which include birds, chickens, peafowl, ducks, rabbits and similar species, to no more than ten per household, with no more than four birds, chickens or other fowl under § 6.02.160. Section 6.02.160 declares roosters, peacocks and flocks of five or more birds a nuisance, except on parcels of one acre or larger in the Rural-Residential (R-R) Zone, where roosters or peacocks cannot exceed one per acre and other birds cannot exceed five per acre. Large animals are limited to R-R lots of at least 20,000 square feet per dwelling unit, at one horse, donkey, mule, pig or cow over nine months per 20,000 square feet and one sheep or goat over six months per 20,000 square feet (Table 17.09-1).

Title 6 draws the commercial line separately: § 6.02.005 defines a Class I kennel as five to ten dogs four months or older, Class II as 11 to 25, Class III as 26 to 40, Class IV as 41 or more, and a cattery as five or more cats. Under § 6.16.010, anyone engaged in the business of operating a kennel or cattery needs a license from the Animal Services Department, valid one or two years and renewed within 30 days after expiration.
