Beaumont, CA Animal Ordinances: Pet Store Rules (2026)

Beaumont Municipal Code § 6.02.120 governs how animals change hands. An owner or custodian offering any dog, cat or other animal over four months old for sale, trade or adoption must provide the microchip identification number and the valid license number, where applicable, with the offer, and both numbers must appear on the document transferring the animal. The seller must also tell the Animal Services Department the new owner's name and address. For a puppy or kitten under four months that carries a microchip, the seller has ten days after the transfer to report the new owner and the chip number.

The advertising clause reaches any person in the City and any business entity or other organization located in or doing business in the City that advertises puppies or dogs for sale, trade, barter or giveaway, so a storefront seller is covered along with a private one. The ad must show the license number and licensing agency of each mother animal for puppies under four months, or of each dog four months or older, and the kennel or rescue permit number and agency of the owner.

Public animal shelters and nonprofit humane societies in compliance with Food and Agricultural Code Sections 30503 and 31751 are exempt. Section 6.02.130 adds that an unaltered dog offered for sale needs its unaltered dog license number in the offer. Section 6.02.140 bars transfers or sales of any animal on a public street, public sidewalk or public park, except by animal shelters or authorized organizations conducting adoptions, and § 6.02.142 bans sales of animals, reptiles, fish and birds at a swap meet on public or private property.
