Elk Grove requires erosion and sediment control on active grading and construction sites. Title 16 grading standards and the NPDES Construction General Permit set wet-season BMP requirements from October through April.
Elk Grove's grading and construction sites must implement erosion and sediment control Best Management Practices under the City's grading code (Title 16) and the state Construction General Permit (Order 2022-0057-DWQ). Wet-season controls β gravel bag berms, fiber rolls, silt fences, inlet protection, and stabilized construction entrances β are required from October 1 to April 30. Disturbed areas must be stabilized with mulch, straw, or hydroseed before the rainy season. Concrete washout must occur in a designated contained area, never on the ground or into storm drains. The City inspects active grading sites routinely and issues stop-work orders for uncontrolled sediment discharge. Projects disturbing 1 acre or more must also file a Notice of Intent with the State Water Board.
