San Diego County's Grading Ordinance requires erosion and sediment control measures for all grading and construction activities. Physical or vegetation BMPs must be deployed immediately upon completion of grading. The area cleared and left exposed at one time is limited.
The County Grading Ordinance (Division 7) contains design criteria for erosion prevention, slope design, setbacks, drainage, and planting requirements. Erosion and sediment control BMPs must be deployed as soon as grading is completed for any portion of a site. The area that can be cleared or graded and left exposed at one time is limited to what the owner/contractor can adequately protect. Grading permits are required when excavation or fill exceeds 200 cubic yards or when cuts/fills exceed 8 feet in vertical height. Slope planting may be required to prevent erosion. The County's Stormwater Standards Manual provides additional requirements for erosion control during construction. All construction sites must maintain BMPs throughout the rainy season.
