Summary
O'Fallon Code § 215-237(G)(6) lists prolonged engine idling among the acts that can be cited as unlawful noise: it bars allowing vehicle or equipment engines to rev up or idle for prolonged periods at times or places likely to disturb people nearby. There is no fixed minute count; the City instead runs idling complaints through its general noise-nuisance hearing process, which can end in a fine of up to $500.00 for a violation.
Engines And Equipment, Etc. Allowing vehicle or equipment engines to rev up or idle for prolonged periods or at times or locations which can reasonably be expected to annoy or disturb the quiet, comfort or repose of persons of reasonable sensitivity in nearby areas.

Full Breakdown
237, enacted by Ord. No. 3914 §§ 1-19 on July 20, 1999 and amended by Ord. No. 5713 § 1 in 2011, is O'Fallon's general noise ordinance. Subsection (G) lists specific acts that may be declared loud, disturbing and unnecessary noises when they are not part of a normal, code-compliant business operation, and item 6 covers engines: allowing vehicle or equipment engines to rev up or idle for prolonged periods or at times or locations which can reasonably be expected to annoy or disturb the quiet, comfort or repose of persons of reasonable sensitivity in nearby areas.
m. If the person responsible disputes the complaint, Subsection (S) requires the City Administrator or a designate to issue a written notice and hold a hearing at least seven days later, with the respondent's written answer due at least two days before the hearing at City Hall. If the hearing ends in a finding against the respondent, the City Administrator may sign a complaint with the Police Department, and the City Prosecutor can pursue it with a summons returnable in O'Fallon Municipal Court.
Violations & Fines
A confirmed violation of § 215-237(G)(6) is punished under Subsection (S)(5) of the same noise ordinance: a fine of up to $500.00, with each day of continuing prolonged idling treated as a separate violation. Before that penalty attaches, the City Administrator or designate must give written notice, hold a hearing no sooner than seven days later, and find that adequate corrective measures were not taken; only then does the case move to a Police Department complaint and Municipal Court summons.
